They are selling it at MSRP, it's eBay coupon that brings it down 10%. The coupon is for multiple sellers, though not eBay wide. There might be a 20% off coupon starting at 8AM PT, so that would make R3 $320 and R1 $240. I would probably buy from a more well known seller in that case, like buydig.

Yes, it's illegal in Virginia and DC, but it's legal everywhere else in the US. FWIW, R1/R3 are basically radar detector detector immune. I'm not telling you to break the law though.
