So where do you see the newest i5 is actually faster? I'm seeing the 7700hq as the true king (obviously 3x the power draw, but 15% more power, especially when sustained for long periods. The 8250 cant sustain the boost

What are you looking for? My T430 has a 10c/20ht e5-2630v4 so the r230 isn't in the same class at all. 230 basically looks like a small 1U "desktop" replacement which is nice to keep it organized in a rack.

I'm not impressed with the new Bronze/Silver/Gold Core:Frequency at all though. And the cache is really low. Silver 4114 doesn't look like an upgrade at all from my e5-2630v4

Basically 2000 passmark score per 1080 10Mbps concurrent stream. Google passmark scores for the cpu at your price point. I transcode all my BD rips to h265 and direct play to my shieldtv so I can't really say how much CPU would be decent on the R230 besides their guidance.
I do alot of Hyper-V virtualization and have about 12 machines in a virtual domain going pretty consistently. The cpu usage is pretty low overall so Plex running on the server doesn't have that big of an effect. I have a raid 10 setup of 4x2TB SAS drives that are dedicated to Vms and storage related to VMs. I run the Plex library off its own dedicated 6TB Sata drive that I am about to add another 6TB to in a raid mirror.
I'd look more at the storage stuff like the NX430 since you seem more storage focused. I personally am looking into JBOD chassis since I want to run Windows Storage Spaces.
I'm not really seeing anything to jump on but I was at work earlier and didn't look at everything.
