In my experience, eBay's shipping discount is pretty poor (although maybe more frequent sellers get better rates). My own UPS rates are better.

But does Staples do packaging in addition to shipping? If so, might be a good alternative to the UPS store.

As far as I know, eBay no longer offers UPS discounts, only FedEx. I've read in the former FW (RIP) forums that Amazon's FedEx discounts are worse than eBay's, don't know if that still true. Also, eBay offers SmartPost, whereas Amazon offers neither SmartPost nor the UPS equivalent.
