The 70-300mm lens does not have VR so I would recommend avoiding it and just get the kit with 18-55mm lens only. Depending on your preference, you can get 50mm F1.8 DX prime lens, if you want faster lens, or 70-300mm "VR" lens, if you want more reach, later on.
On the contrary, if you want to shoot video also, I would recommend the Panasonic GX85 with 2 lens for $500 deal currently available. Still pictures are not as good with Panasonic, but it is more capable for video. (Sorry this Panasonic deal seems to be dead)

I'm usually a Canon guy (mostly out of habit). For what you're looking for, this should do a great job. The small lens has a good wide angle/zoom mix to it and, if you really need to, you can shoot this like a point and shoot, and learn the settings as you go.
Nikon's a well established name, so the refurbs should be fine.

I second everything this guy said. Seriously. For family portraits all you'll need is that 18-55mm kit lens and a 35mm or 50mm prime lens. The zoom kit lens is unusable.
Why is the zoom kit lens unusable?
Quality is pretty bad. Esp when you pass the 150mm it becomes useless. The non vr and kit lens really prevents the lens glass from getting a decent shot. When I sold it as a package, the guy i sold it to was surprised how bad it was...
bought a refurbished vr version and it's night and day with image quality. for $150 on sale it was a slick lens purchase

That said, this is $20 more than it was a year ago for a refurb. Starting to wonder when the real deals will start for these since mirrorless seems to be all the rage.

If your main goal is quality portraits on occasion and good casual/travel pics the rest I recommend a 1" sensor compact like the RX100 series. Not versatile as a dslr but you can put it in your purse or pocket and the 1.8 to 2.8 lens (depending on zoom) is great. The pics from ours and my buddies d3400 with kit lens that I borrowed are similar image quality in most scenarios. You really have to be a pixel peeper to find pics where one did better than the other. You get a lot of user friendly features along with advanced ones in the rx. I also owned a a6000 for a while and I loved that camera but even though it is close to compact as you can get for a ICL camera I didnt take it out as much as the RX. Point being high end compacts can be a replacement for a larger ICL camera in 90% of the day to day type of life photos for the average joe. If you're going to go all in on photography as a hobby then a ICL is hard to beat though.
I will say this camera is a good though for the money and you wont be sorry you bought it. Just saying unless you plan on imvesting money in lenses you might want to look at something like the RX100s or similar 1" cams. The gx85 deal was pretty good too and is a little more easier to get started with being a mirrorless a newbie will get more keepers since you can compose a bit easier and what you get put is what you saw on screen or evf.

One more thing to consider, how important is video to you? This will shoot video but it is not going to be as good as some other non ICL alts mentioned like Sony's and Pannys. Aside from no 4k there is some af hunting and noise pickup from the lens.
If you think people wont care about your photos.... they are gonna care way less for your videos. I know that sounds harsh, but its the blatant truth.
Thats advice for keeping YOUR memories. If you are striving to be a "professional" in the world of photo or video, you really need to own multiple pieces of gear. No one brags they caught the National Geographic photo of the year on a Red 8k camera and no one brags they took the video on the year on their $50k medium format Phase One.
This is a great camera to learn on for photography - meaning it wont hold you back from learning photography, but that is what you need to want or else... its not for you.
