Compression will not reduce resolution. It degrades other aspects of the PQ.
That said, yes I would take a 1080p Blu-ray over compressed 4K digital stream.

There are at least two eBay offerings from highly rated sellers (>99%) for this for $17. I make no promises for the sellers, just pointing it out.

Edit: ebay ones are DVD. My mistake.

That's an amazing deal for digital copies, but how is that website able to sell it for so low on Vudu? Vudu is still advertising it for $75.

Are they using stolen cards or something similar?

Not sure. Been using them for about a year now, never had a problem. Already had Harry Potter so I grabbed all of Batman the Animated Series for 30$, and it came with the two movies.
