I had the 65S4 and it does have a bit of a motion smearing issue but I was the only one in the house who notices it.
Keep in mind that the TV advertises (120hz Clear Motion Rate) and you cannot turn this off as there's no setting for it.
What the TV produces on all sources is a very faint soap opera effect OR what looks like a lower response time causing a slightly smeared look.
This is most noticeable on panning shots, specially in games. I had to turn off motion blur in Uncharted 4 (PS4) and Doom (PC).
There are even some who mention that in TCL 6, even after turning off the motion interpolation, they still perceive some motion issues.
Whatever it is, it's causing a tiny bit of smearing but i think MOST AREN'T LIKELY TO NOTICE. To those sensitive to it. Know that there are some mentions of it so at least you have an idea on potential cons.
RTINGS isn't perfect as they tend to lump together different sizes of the same line.
I personally corrected them (and acknowledge) in their Vizio 2018 P review and contest them that they're wrong about the TCL 4 and 6 of the 65 inch variant.
They're not perfect but they AREN'T purposely trying to **** with you. They do far better with their reviews than potential misinformation.

I'd be all over this if you were able to turn off the soap opera effect. Apparently you can't disable it on the 4 series.
As FeiyeungS said, I'm pretty sure it doesn't have motion smoothing. I have the previous model (65S403 from Costco) and I haven't seen any soap opera effect. It does play 60 FPS/Hz content natively, though, which can look quite nice. Most modern sets can play that content, of course.
Are there any models that have motion smoothing that you can't turn off? That seems like a really bad design choice, and I'd be (a little) surprised if even the low-end manufacturers would make that mistake.
I don't think the 4 series has motion smoothing at all. It may be the content provider doing it.

Great TV though - have them in two secondary viewing rooms. Definitely worth it for the value it represents.
