Do you really think it will improve from $30/month/2GB to better than this? I take it no roaming with this prepaid. So you will fully lose signal if you're outside of ATT network instead of hopping on another network and continuing on with your call.

Can't really compare can you? Someone looking at this plan doesn't need unlimited, nor 15GB free hotspot I imagine. They are probably a lower end data user and the $25/month price is very appealing. Why pay $60/month if you don't need it.
