I called Xfinity mobile customer care to ask if they are offering any promotion to existing customers to upgrade to latest iPhone 11 phones and I was informed, in no uncertain terms , that I'm eligible for $250 Visa card if I were to buy a new iPhone 11 (Max or otherwise). He even read some written promotion to confirm when I told him I was suspicious of that offer. I even pointed out their website states that a new line or a port in is required... but I was informed that is not required.
The only requirement is I will have to buy the phone at a local Xfinity store.
Recommended: Place your order for the new iPhones on or after September 20th, 2019 *IN STORE ONLY*

From other posts here, even pre-orders and back-orders are being accepted - with the only catch being that you receive the device and activate it before offer end of Sep 30.
So my orders got cancelled, then I went back in the store today where the rep showed me my account is now locked out and the system shows that my sim cards were in the wrong devices (which was true, but I don't even have the devices anymore). So I guess my lines are locked?

If you are an existing Mobile customer and upgrade to a new Samsung or Apple at a Xfinity Retail store between August 23, 2019 and September 30, 2019, you may be eligible to receive a $250 prepaid card for each phone you upgrade and activate. The Prepaid Card reward will be sent within 16-18 weeks of service activation. To qualify for your reward, you must maintain your Mobile services for 90 days and keep your account in good standing.
BYOD counts. The guy who was checking out for me knew it - it is still an upgrade.
You are buying the device from them. It does not matter what you had before as long as it's something you took from Xfinity and is not paid off (50%).
Key point is - keep the service and loan active for 3 months - this is something I specifically asked about - It's 0% so doesn't matter to keep the phone on.
An upgrade is an upgrade, relax people. BYOD or not you will get your 250.
If You're an existing Mobile customer - nowhere does this state you if hold a phone bought from Xfinity.
Do not listen to customer reps and store folks who do not know about this in detail.
