I bought (what I assume to be the same model) from a bird auction as non-working. It looks just like this one. Mine is a Segway. It just does not have the folding mechanism or any segway badging. However, the manufacturer sticker on the bottom of the deck has says Segway with a Segway serial #. I repaired mine with Segway replacement parts and it works good as new.

Yes, all the initial ride sharing electric scooters are manufactured by segway/ninebot & branded Lime or Bird. Not being foldable for the retail/consumer market is a big deal. I can only assume these units are probably overproduced units, units from a cancelled contract, or units not to customer specs. Not a good deal when refurb ES-3 is $350 from newegg.
Segway has made progress with their licensed repair partners, but make sure there is a local shop. Else you have to ship the unit off to repair
