yes, you could do that. The only thing is that I don't know how that porting process works regarding the rebate. I have heard different things from these threads. Some say not to port in at costco, others say it doesn't matter.

I personally have never ported a number to costco/tmobile doing these deals.

They are for lines added not new users. TMobile loves to show their investors that they have added X number of new lines. They also make revenue off these added lines. And T-Mobile knows that even if you cancel the line that you are still a T-Mobile customer so they're helping make sure that you remain a customer with deals like these and upgrades of your phone. I'm sure they don't care for people buying up to four of these and then flipping them like many people here are doing. That also makes it tough or even a customer to get even one phone because they sell out so quick.. Nothing in life of this world is usually free. However, if you follow this deal you can get a new phone for very little out of pocket.
