yes, you pay the price of the phone and taxes on the spot for the big rebate. let's use the iPhone 11 64gb as an example.

$629 + tax is paid ON THE SPOT.
If you do the EIP, (costco orders the phone for you ) you will pay $700 plus tax and get bill credits.

Just went in to my local Costco. They denied me because my account showed 11 cancelled lines within the last 12 months. They said their policy is if account shows more than 7 they can't open any more lines. The cancelled lines are all due to me porting over 5 lines, T-Mobile assigns new lines and then cancels them along with my sister and BIL opening and then closing because T-Mobile wasn't working at their house. I tried to explain those were the only lines we actually cancelled and the rest was due to porting lines in.

Mine showed something similar. When the rep logged into my account, it showed I had over 10 lines canceled in a red error message. I was actually stunned because I actually only canceled 2 Lines back in April. No idea what the other cancellations were.
Luckily the rep was nice and I purchased 2 devices.

any link for ebay to buy the port number? Or what's the keyword to search? All I searched are numbers port from boost mobile to other carriers.

1. You have to pay full price up front at Costco. You will receive the rebate minus the trade-in value of the phone, in a few weeks.
2. If you go the EIP route (at T-mobile stores and via Costco online order), rebate won't be issued. $700 - trade-in value will be issued as monthly bill credits lasting 24 months.
3. The virtual rebate card can be used to transfer funds into bank account.
