TVs should be near the eye level of someone who is sitting down in the room. It's unpleasant and uncomfortable to have to look up at a TV in a room like this. [hzcdn.com] Lots of people have tried it and it's almost never a good idea [redd.it]. And on some TVs the colors don't look quite right if viewed from a low angle like that.
If it's an unusual situation like a single person's apartment, and they have a recliner and like to lean back and recline so that their direct line of eyesight would be the top of the wall, and a regular-height TV would require them to look down over their chest uncomfortably... that's about the only time it would make sense to mount a TV that high.

No that would be an articulating mount. This one tilts so if you mount it up higher than eye level, you can angle it down towards your viewing area.
