Fidelity is once again offering free TurboTax Preimer for select customers. Data points suggest Private Client Group and Active Traders should are it after logging in on desktop version of webpage.

And while they do document this tax software benefit for "Active Traders", Fidelity routinely makes Premier with State available to their key customers. Now, what is a key customer? No one knows for sure. I can tell you I always get the Premier offer and hardly ever trade. I do have "Private Client Group" designation on my account and significant assets held there. At the same time, my spouse does almost no trades either and has a much smaller amount in assets, and his account has the offer as well.
It is hugely YMMV, and I would suggest any attempt to state what the qualifications are on SlickDeals is just someone speculating.
Got my $0.00 Premier Fed+State through Fidelity. One more thing to scratch off the list.

for me..initially when i clicked the link on my accounts page. i got the "oopps error".
went back and it worked.
so i believe the "trick" is clicking twice.

Same here. I'm not Active Trader but I'm Private Client Group with 5 trades last year and did get this offer.

Trades: 120+ stock, bond, or option trades in a 12-month period
Portfolio Value: $25,000 or greater across your Fidelity accounts
Active Trader VIP
Trades: 500+ stock, bond, or option trades in a 12-month period
Portfolio Value: $1,000,000 or greater across your Fidelity accounts

I don't know how else to qualify. Have several hundred k in my fidelity accounts but not enough trades and all I have is $20 off
