Dedicated GPS has better battery life (also separate from your phone), always on GPS, built in maps / no need for data and / or service, better GPS receiver (in theory) that is more accurate and can pick up weaker signals, better compass, most are weather resistant, is useful in the middle of no where or even on water, location tagging, waypoints, includes topographical maps, etc. But yes, your phone is probably better for finding a Starbucks 300 feet from the airport terminal.
Battery life, more rugged, waterproofing, better accuracy, certain features can make a difference for hunters or hikers and etc.
the inclusion of the 32gb card is nice but at $140 I would recommend the
Etrex 30x because of UPGRADED DISPLAY Features a 2.2" 65K color sunglight readable display offering increased resolution (240 x 320 pixels
This has only 160 x 240 pixels. the difference in clarity is night and day in the higher resolution display of the 30x.
also from what I've read the touch screen is not that good and garmins touch interface/UI kinda suck. (from what I read.)
I got the Etrex 30x myself and was deciding between the touch and the etrex for a while until i came across what people say about the touchscreen and the UI.
32gb cards are not experensive per say anyway. and the included 4gb internal store should hold plenty of maps.

Why do people still need pricy dedicated GPS? Why not use a (outdated) phone?

everything that a old phone with battery backup can do. an old phone can cost almost nothing and here comes the most important part . . . you can make a call or text in case of emergency (providing that you have a tower near by). i would rather spend $140 on a good battery backup and a solar chairing backpack.
when you are running away from the cops inthe woods you do'ht have time to fk around with finding your battery pack, and usb cable and then pulgging in both or stop to lay out your little solar panel to charge the phone.

If we even things up by turning of Wifi, bluetooth and cell radios, my phone's battery lasts a long long time.
I have a number of gps apps, all have downloadable maps so no need for Wifi or cell service.
I have put my phone on the handlebars of my motorcycle and ridden dirt roads and trails for days and never once had a problem.
A number of years ago I used my phone and a dedicated gps side by side on a 21 mile hike through the mountains. The phone was equally as accurate as the gps, if not more so. After that trip, I started using my phone as my gps.

True but.... phone GPS is always on. You can also put the phone in airplane more for far better battery life. You can also download Google Maps while connected to wifi for access (and navigation) while offline.
