Yes, you can order a phone on the BYOP sign up page. See screenshot below. I ordered phone from that screen and got the $300 GC confirmation in the order email.

He has started his activation process already that's why you're choosing the "finish activation"? Have you tried starting from scratch, do the whole process, start from the beginning and choose activate instead of finish activation.

I noticed some comments about risking the $300 promo by opening too many accounts at 1 address.
Is that the consensus.....how many accounts at 1 address is too many that it may jeopardize the promo?

My opinion....if you have multiple accounts at one street address, they should be in different REAL names that can be verified by credit files or public records. It's acceptable for family members (husband, wife, adult kids, relatives) to keep their finance separately. But when people have multiple accounts under the same name and address, each with 5 lines, that's pushing the credibility limit.
