They have a free tier and a founder's tier which is relatively cheap and comes with a 90 day trial (I jumped on that).
I say it's better than Stadia because you don't have to repurchase games for it. It hooks into your steam, epic, other game stores to validate your ownership of the game the first time you launch it, and then you can play it any time and pick up where you left off on any supported device.
One downside is certain publishers have been disallowing their games from the service (mostly due to exclusive contracts with stadia, or otherwise corporate greed because you're not re-purchasing the game you already paid for to play it on this service). Still plenty of games to try though.
Latency is pretty good in my experience, and you can try it on one of your existing devices to see if it interests you (I play on my laptop, it runs smoother than my laptop trying to do the rendering haha)
Think i got most of it, but feel free to ask any specific questions that I can try to answer to the best of my knowledge

You do not. Unlike Steam Link which uses steam on your home PC this service uses cloud computers (think Stadia if familiar, but better for reasons I will explain shortly).
