No it wouldn't reach the Pi processor without being stopped by the ports/GPIO pins. It's 100mm x 100mm, so it's larger than a Pi. It's made for LGA 1155/LGA1156 processors.
EDIT: I just read the "Newegg Review" of this product. Don't waste your time, they only talk about how good it looks, they mildly touch on it being "best in class" performance, but give no data at all to back up those claims.
I just wonder what they consider "Class", or if they just pulled that entire review out of their Class (minus the C and L)
Here, you want best performance AND value on a low-profile cooler, ID makes some stuff[amazon.com] that has worked well for me. They need access to the back of the motherboard, but cool much better than the OP cooler for the same $25
Or if you want the best low profile cooler, you need Noctua[amazon.com], though you will pay a bit more.
If you want RGB... on a low profile cooler? lol... well, I suppose you could replace the fan on either of those coolers I just linked. Or learn to appreciate performance over flashing lights.

This looks like a low-end stock intel or AMD cooler with RGB. and not the "better" intel cooler [techspot.com], this has no copper slug [neweggimages.com].
