Never done steam before. Is this something I can transfer to a different computer. Or is this more of an app style?

Steam is a distribution platform, chat client, and game developer and it's the best. You can just log into steam on another computer and your whole library is there.

The Short answer is Yes.

As long as you can download the steam game portal in which ever computer you want you will have access to your game library. You should be able to play it as long as the computer you have it installed has the required hardware. The Steam Portal is available on Windows, Mac and Linux

thanks for the response. i was looking into it and it seems like its cloud based.. is that right? so without internet connection you can't play it? its not like buying the Mini versions (like SNES mini) or older CD ROM where it will work as long as it doesn't break.
I still play a few racing games on my old PSP. battery life still really good and games still work.

Thanks OP, just got it and my 14 year old is playing them right now. He was bored of playing the same games over and over again. Its pretty cool and great deal for only $9. He said that steam games can play offline as long as the game is already download and its has single player mode or local multiplayer mode.

Steam installs the game on your pc and they are playable offline as long as you set steam to offline mode and the game doesn't require an internet connection.

Steam has DRM, it's up to the developer whether or not to implement it. Here is one list (there are others) of DRM free games:

You see under Sega this is listed, and you can just copy the folder over to another computer even if Steam is not installed and there is no internet connection.
Looking into the details:

You can even see that it's possible to use the ROMS (game files) with other emulators that also don't have DRM or perform better (KEGA Fusion has a good reputation and been around a long time but I haven't kept track of newer things that might be better)

Not sure if worth since the only games I recognize are sonic and streets of rage... Since I mostly play on a PC, I may just stick to emulators..
