You can enroll in auto-renewal at the same time you complete your online redemption if your state requires you pay sales tax. Tax will be listed under Order Summary on the membership checkout page.
If Tax is listed as $0.00 in your Order Summary, you will need to enroll in auto-renewal after redeeming your membership. You may do so under the Membership Details section on your Costco confirmation page or from your Costco Account Details page.

edit: Groupon has confirmed in this thread that both the $40 off $250 online code and the $40 Shop Card expire at the end of January.
Also, the Groupon offer itself is available until August 31st.
Remember to sign up at BEGINNING of the month as membership always expires at end of month, 13 for 12.

Anyone has experience redeeming Groupon's Costco voucher at a later date?
Is it really safe doing so? Is the promotion in limited quantities?
I believe the $40 promotional value should not expire/run out as long as I redeem it before 12/31.

You still need to stay in queue for Costco's self-checkout kiosks, but there are no lines if you use the Scan and Go app in Sam's Club. Just scan the items in your cart with your smartphone then you are good to go!

2. Find your order, click "View Details", and then click "Redeem Online."
3. You will be brought to a Costco landing page with your unique digital shop card number and pin, and another URL link to the Costco.com membership landing page (select the Gold Star Membership), with further instructions for redemption.
4. Complete all required information fields and then click "Save and Continue" to move forward to the checkout page.
5. Enter your Visa credit or debit card and enroll in auto-renew (must use a Visa Credit Card or Visa Debit Card). You must enroll in auto-renew to receive incentives.
