It's 4 years since receiving the sign up bonus.
You have to wait 4 years since opening the first one before you can get another.
The application date or the card open date doesn't matter. What matters is the date that you received the sign-up bonus. That date is probably the closing date of the statement in which it was awarded to you.

For example, if you met the minimum spend for the sign up bonus in the first month the card was opened, the statement closing date was probably October or November 2016. If you met the minimum spend in the 3rd month that the card was opened, then the bonus may have been awarded in January or even February - again, depends on the statement closing date. You can check your first few statements in that account to know for sure.

Here are the reasons, " We didn't approve your request"

Insufficient credit card information
Too few accounts on file reported within 6 months
Average age of accounts reported within 6 months is too short

not sure why?

I only had a Chase Ink Business card from last year April and Citi Costco for long time.

I said you can review all prior's relationship as you want. I did not do anything wrong at all. I paid my credit card on time and full amount. My balance is always zero balance. I said I want to know why you guys blacklisted me. First, they said they were not allowed to tell me why they closed my account. Then, I kept on asking and they said they do not know the correct answer.

Today, I applied again. I got same answers. They said my card is still active. I said "no, I closed it for a long time. Then, they transferred me to superiors and said they closed it because of "prior's relationship."

At that time, my credit score was over 800. It was very closed to 850.
Today, my credit score is over 770.
I always paid off full amount and on time. My balance is always $0.
I did not owe any money to Chase and make any kind of mistakes or illegal activity.
it might have to do with your emigration status . If you are anything but a permanent resident or naturalized us citizen they might not be comfortable with you having a US opened account. I correlate what you are saying with Paypal forums where users that reside in US but not permanent residents/ us citizens have their PP accounts randomly scrutinized and closed..i'm talking about your emigration status in 2016 when they started closing your cards or the emigration status when you opened WAMU account. Something triggered a flag in their system. Immigration status is a big issue.

If your statement date was before October 27th, you are clear to apply now, assuming you do not currently hold any type of Sapphire card.
