10% would be $5 Off $50 gift card (you pay $45 but get $50).
But this is 9% with $5 off of $55 gift card (you pay $50 but get $55).
If you do the math, it's only 9% off. Or are you not having to spend $50 to get this deal?

It's not a max of $7.50. It's a max of $7.50 off $37.50 every 3 hours. You could do this 5 times a day, 6 days a week and get $1,110 in gift cards each week at 20% off.

My bigger (closest) post office has them and a selection of about 25 cards.
A tiny old fashioned post office farther away from me didn't sell gift cards.
I don't know if USPS.COM has them. I think the reason post offices have them is for people who need to mail last minute gifts on the spot.
Some people mail things daily for business. Or maybe check their PO Box daily. These people can make this part of their routine.
Plus there's other boosts. I just got 15% Chick Fil A. You can buy gift cards at location to load in the app or load money in the app (beware, for me one time this did not trigger the boost, but every other time it has). You also earn chick fil a points in app for food. So it's like 25% back altogether. Not to mention 10% at grocery stores.
