Yes, 11 is an odd number. 10, not so much.
Generally speaking, I wouldn't. There'd usually be too much slop - especially for the brake lines the previous poster was talking about.

Tekton has some good SAE/MM conversion charts: https://www.tekton.com/in-to-mm-c...ion-charts

Scroll down to the chart at the bottom of the page and they've highlighted the substitutions that are recommended.
You would want to use a flare/line wrench to bleed your brakes, not a standard wrench anyway. Keeps from stripping it out.

Also, why no 11 mm. My brake lines and bleeders are all 11 mm.

Not having an 11 doesn't make sense. I wonder if it's a typo. Yes 10 is the most common, but it's odd.

LOL, good luck getting that 1/2" wrench on a 13mm bolt. And while a 13mm wrench might be able to turn a relatively loose 1/2" bolt - you're guaranteed to strip it if it's too tight.
