Windows, however, sticks to the 1024 rule, which means it sees a 250GB hard drive as 232GB, and a 1TB drive as 931GB.This explains why hard drives appear to have a lower capacity than advertised.A 1TB hard drive has the capacity to store 1,000,000,000,000 bytes. Divide this by 1024 and you get 976,562,500KB. Divide by 1024 again and you get 953,674.3MB. Finally, divide by 1024 to get gigabytes and you end up with 931.32GB and so similar way you can calculate the process of 1 MB and 1024kb.

You can also use CrystalDiskInfo to confirm the disk model and capacity.

Do 2 x 14 and you get good number again LOL
Its best to sell HDD after proper formatting locally to avoid these hassles. I just tend to keep old drives with backups instead of trying to sell them. Doesnt seem worth the effort for me.
P.S. If anyone in the Bay Area has huge stacks of old, useless HDDs, I'm a humble magnet farmer and would be happy to take them off your hands--free of charge! (´ᆺ`ʃƪ)♡
So good on you. You learned something and made that guy feel special.
I don't expect them to skip over any potentially lucrative drive capacity milestones just to give us more space. (ノ﹏ヽ)

I understand if you know the drive has some valueable information but in most cases you have no idea what was stored there.
