Great price. I have this exact model and it's worked out great over the last year or so. It definitely needs one of the larger sized batteries; the little 2ah one can't finish off a 10x30 patio. It has decent power, less than the 40v, but still plenty enough for dry debris. It struggles to lift off wet leaves or to get deep into artificial turf. Also, the wand is in 2 sections and it comes apart too easily. The balance is ok, depending on the size of battery - it's most comfortable with the little 2ah but this doesn't give long enough run time. The variable speed trigger is good - light touch, yet easy to hold a constant level. It's not overly noisy either.

It will but in my experience it works significantly better (longer and stronger) with my 3 & 4 ah HP+ batteries (even though this isn't brushless).

When I tried paypal it increased the price to local. Direct through HD website worked though.

I understand many people would want new though.

For me, I am OK with used for a blower, since it just blows air. Other tools like saws, drills, etc, you never know how much abuse they were put though. A blower doesn't have to drive anything except blowing air.
While it says certified pre owned, at least in my experience which consists of about a half dozen tool purchases, I can't tell the difference between the pre owned an new (other than the sometimes the packaging) and a stamp in the body indicating that it wasn't sold as new. I have been extremely happy with their pre owned stuff.
