FWIW - It was the same for me when I did an iPhone 11 trade in promotion. I selected the trade-in option when pre-ordering, it stated the much lower dollar amount but a month later when they got my "promotion eligible" device trade-in they gave me the full promotion value. But I never got a clear indication that I was approved for the promotion.
