And just to confirm, I had called the CSR after opening the account and they had confirmed that I used the promo code.

DoC had DPs that Robinhood worked. Coinbase would probably work too, but no DPs on that.
You should understand why people are so upset. I am upset too. They deliberately designed in order to play the users. They could've just added the promo code for those who actually called the center afterwards; but see what happened? This is a matter of trust. I let them have my money and they do business with it. I can already see the quality difference between my Chase guys and Cap One guys.
------- Anyway, my current status..
I told my wife to open it and helped her not to miss the promo box. So at least we'll get $400. I am keeping mine open too and will see if I can get $400 or not. (I anyway have a few tens thousands in my checking as an emergency fund anyway so $1000 is not a big deal)
I will definitely close all two accounts (mine and my wives, if I feel that they played me in the next year) They don't know how to do business. (need to earn my trust)
Btw, what requirements are there on THIS capital one account? Do you have to pay fees if you don't have x amount in it or if you stop having a direct deposit?

That is correct.
Doctor of credit and data points. They are referring to the doctor of credit page for this promo

I said it was user-error simply because it is. I made the same mistake with Chase before and they helped me correct MY mistake because I wasn't paying attention. He said he didn't read and weren't paying attention, hence, user-error.
Capital One was very clear that you need to put use a promo code on your application, so if he paid even just a little bit of attention to it, he should have looked every inch of every page to see if there's a place for the promo code. Adding the promo code during application is literally the first requirement you need to get the promo on that landing page. Nothing was hidden. You just needed to click the add promo code link and you're done. He probably just got excited and skipped reading the page after seeing the "open and fund my account" and "I'll fund the account later" button.
And again, telling people to drop it without even trying to fix the mistake made by users is a bad advice. That's what it boils down to. CS is YMMV so advising people to close accounts for an honest mistake without even trying to have it fixed is dumb.
