Also, if you have Cash App *and* a Cash Card, you can use the 10% (off any grocery store purchase) Boost within the app to get this deal for $92.50 and make it even slicker.

Purchase the visa vanilla in one transaction and get the $20 H‑E‑B , then use the vanilla card to purchase the Home Depot/academy/kohl's card in a second transaction. $105.95 for $100 Home Depot plus $40 in H‑E‑B
My HEB said you could not use the Visa card to purchase the second gift card, saying the Visa card was another gift card even though it is a debit card.

Still a good deal, despite the HEB hassle.
Did you attempt to do it? I wouldn't worry about what HEB tells you. I'd let the CC terminal do the talking. If they refused to let me try the transaction, I'd just go to another register.
I am a loyal HEB customer and it's one of the treasures of Texas, but half the time the employees don't even know how to properly reload my HEB gift card, so I wouldn't necessarily trust their word as gospel.

what's the Cash App/Cash Card? Is that an HEB thing?

No, definitely not. Cash App is owned by Square, no affiliation with HEB. You can send/receive money to/from friends as well as request a free Cash Card so you can shop at stores and it comes out of your Cash balance, funded by your bank account.

I couldn't buy a gift card in H‑E‑B with visa prepaid.. transaction kept declining

That's a puzzler. Pretty sure the Vanilla was loaded and available for use immediately, so it's not that. Pretty sure you can use credit or debit to buy HEB gift cards, so it's not that.
The credit card terminal recognises that it's a prepaid card, yes... so it's possible the HEB system is set up to prohibit the buying of gift cards with prepaid cards. If I had to guess, I'd say it's just another anti-money laundering measure.
