Latest news articles I can find says it's available in Los Angeles, San Francisco, San Diego and Tulsa, Okla regions.

Not really, that 15 off changes things up mentally and these are targeted to less use accounts imo.

There are some loopholes in instacart, for example I asked the shopper to pick a scooter worth $30 that was not listed within walmart/instacart items and it was never added to my final bill and I didn't pay for that, got the item free. Also they have generous refund policy as many times shoppers pick bad grocery items.
