If i want to use Google fi phone service, when Google fi phone is received:
can I only use google fi SIM card in my existing phone device? or I must use new phone?

Some have reported that their promo discount vanished this way. Can't say for sure this is what really happened, but can't discount them either.

But for using another sim in the Fi phone, I can say that I have yet to break the promo, and my count down continues to count down. I have removed the Fi sim and placed it in the S20 box on day one once I ported in and activated. I am using my main pre-paid SIM with the S20 and everything is clear. No credit card charge and no breaking of the promo according to my Fi billing page. My bill is still $26 total after taxes etc.
