It's still there, they still have a hero banner on the front page, you can purchase it for 0.00 €. They just never send the steam key and there is no key on your account either.

Requires a European IP or VPN to access the page, otherwise it will redirect to the US site (if you are in the US)

Funny, I never received my key in any email, but right after placing my order, I was able to activate my key right from the order page.

You're right. I think it was just an order confirmation e-mail w/ a link to the order page that had the Steam code.
