I think this deal is great for one of the older phones that qualifies for the $450 (such as Galaxy S8 or Iphone 8) and combine that with either the S21 or S21 Plus. If you're looking at the S21 Ultra and don't mind the EIP credits, than T-mobile deal is better.
Note FYI:
Since this deal isn't live yet, please confirm all pricing with Costco on the S21 phones ( guessing $720 / $910 / $1080 ) and double check that the trade in rebate can for sure be combined with the Samsung Accessories credt BEFORE ordering.

I think this deal is best if you can trade older phones that qualify for the $450 trade in value.
I'm not much of a fan of either the S21 or S21 Plus. I've seen them in person and they are just ok (a step down from the S20 equivalent series for sure). The S21 Ultra is a really nice phone though and a worthy upgrade IMO.
I have a Note 8 that might be worth trading in for one of the cheaper phones if I can swing maybe the S21 Plus for 910 + tax less $450 rebate and $150 Samsung credit so maybe 980 - 450- 150 = $380. If I really want the nicer phone, possibly the S21 Ultra for 1160 - 450 - 200 = $510. To me it's a way to monetize an older phone that isn't worth too much right now. I have a Note 10 Plus and the S21 Ultra is the only one of these phones nicer than that (barely).
T-Mobile told me that if you go with their deal and choose the bill credits, you're pretty much stuck with the phone for 24 months. If you do the T-Mobile deal and want to trade in your newly acquired S21 series phone (say for the Note 21 in September), the phone has to be paid off before you can trade in that phone for another and you'll lose the remaining EIP credits.

And..I understand about the Samsung credits. They are never worth full value as you can probably buy the Galaxy Buds Pro for less than $150 within a few weeks. They are worth some money, perhaps like 60% - 70% of the actual rebate amount.

This is a good deal for certain devices like S8 for S21. Or for those who don't want an EIP. I'm on the fence. Cos I hate EIPs but I have an S9 to tradein.
I did the S20fe promo and used the credits plus tradein an old ear buds for buds live for cheap. The $100 is certainly useful. But I'd say you're buying more stuff and won't account it towards the cost of the phone in math.
