I believe it's a Reboxed Laney Cub
I've had this for a couple years. It's rock solid. They occasionally go on sale a little lower. I think I got mine around $180.

Only complaint is that the power cord is hard-wired. Would have preferred a detachable power cord, but you could always add it later if you're into that sort of thing. Also the Seventy-80 speaker isn't amazing, it's just OK. I swapped mine for a V30, HUGE improvement.
For anyone on the fence, this is a great amp. I was able to hook it up to a 2x12 cab and keep up with a drummer with volume to spare. Don't be afraid of the 15 watts, it's plenty of power. 15 tube watts is way louder than 15 solid state watts. I would have been thrilled with this as a first amp.

Is this amp modeled after some other amp or is it an original design?

I believe it's basically the same as a Laney Cub 15.

Word on the forums is that the circuit is identical to the Laney Cub 12R.

I have the 5w version of this amp (Laney Cub 5 circuit, I think) as well as the Monoprice Tube Studio Condenser Mic and lots of their cables. The ability to attenuate the power down to 1w on these amps is a game-changer and makes them phenomenal for recording. I would recommend upgrading the tubes though. I've never been disappointed with Monoprice gear. Their customer service is great. I'd recommend trying out this amp as an intro to tube gear.

My Marshall came with a seventy 80. Couldn't stand it. I also replaced it with a V30. Way better.

As others have noted it's a rebranded Laney but I believe it's intended to be a Fender Blues Jr. alternative(same tube complement)

This amp is incredible for the price. There are a number of online reviews where they have swapped both the tubes and speakers with high-end replacements and honestly you'd be hard pressed to ever tell beyond a literal side-by-side comparison. For $200 and free shipping this is a RIDICULOUS deal. It's been $250 for a long time, this is the first sale on these in ages. Jump on it.

Solid tube amp for the price. If you get it and find it uninspiring it's likely the speaker and the low quality tubes that comes with it. I sold mine since I got a PRS MT15 but it was decent stock. I experimented with tubes and made it sound better. I really like experimenting with tubes as it allows you to bring out different characteristics in any amp.

Hard to see but it looks like it has an effects loop too? Cool!

I have what I believe is a different generation of this amplifier - two EL84 (6BQ5) tubes, 12 inch Celestion. I *love* it, with some caveats:
  1. The tubes
  2. The spring reverb tank (which is probably different here)
Re: the tubes ? One of the power amp tubes was very "microphonic" - tapping the amp would make the tube itself pick up the sound, and it could even feed back sometimes. I think I had a particularly bad example, but the tubes it came with were very 'meh.' It still sounded decent with them, but was prone to weird things happening especially at higher volumes. I replaced these for maybe ~$50; I did have a few lying around. The preamp tubes were "fine."

The spring reverb tank was *awful* - a small blue plastic affair. I replaced it, and was very pleased. The photos here indicate they no longer use this.

Now, sure, I ended up spending an extra ~$100 on parts for my amp. Worth it? VERY. It's a fantastic sounding amplifier. Very "touch sensitive" - a little crunch vs. a lot depending on your playing dynamics. Now, it's worth noting: I'm not any good at guitar - seriously. I use this amp for all sorts of things, though, and I've been pleased, at least after replacing the bad power amp tube.

For $200 you really can't go wrong. And, I suspect I could have gotten them to replacement the bad tubes (or the amp) if I'd complained about the issue, but, I didn't want to let go of the amp once I got it. Save another $50 to get some power amp tubes (and maybe preamp tubes) and you've got an amp that's easily $750 of quality, IMO.
