Here are the rough steps
1. Go buy a free book from the android ebook store [google.com]. This is done to lock your account into the US. If you've downloaded from the android appstore before then this shouldn't be necessary, but do it just to be safe. If you don't do this, you risk locking your account to India. (If you did lock your account to india, follow the steps here to resolve it)
1b. As a safety precaution, go to https://pay.google.com/gp/w/u/0/home/settings and check under the Country/Region section to make sure it says US. If not, try the ebook thing from step 1 again. If that doesn't work, try adding a US credit card in the "Payment Methods" section of that site and see if it sets the Country to US for you. I recommend only proceeding with the following steps if you are able to lock your Country to the US. If your Country is empty then it will get locked to India after the below steps and you will have to use the steps here to resolve it.
1c. If you want to do a family plan and be extra cautious, add all your family plan members right now before you sign up for youtube india premium. The reason being some users are saying they are having trouble adding family plan users after they do the following steps and try my troubleshooting guide. So the best way to circumvent those issues is to just add the users to your family first. You can add users to your family here [google.com]
2. Get a VPN. I tried Nord but a lot of their indian servers were in saudi arabia, only server 63 and 75 work properly. But tunnel bear worked for me and is free.
3. VPN into india, open youtube, make sure the upper left logo has "IN" next to it. You could also try Argentina for a cheaper price, the steps are largely the same.
4. Click on your avatar in the upper right corner, make sure it says "location: india", then click "purchase and memberships"
5. Click "youtube premium" on the left.
6. Click on the "2 months free" button for the personal plan, or click on "family or student plan" for the family plan.
7. Make sure you pick the subscription option instead of the prepaid option if you picked personal plan. We can't do prepaid with this method.
8. Here's the hard part, put in your american credit card with a random indian address. I used a fast food joint in mumbai. Datapoints suggest that Some chase cards, amex cards, BOA cards, and US bank cards work. If they don't work, use your paypal to generate a paypal key and use that. If paypal key doesn't work, try signing up on your android phone, I hear you don't have to put in the street address on there. Remember to use a card that has 0 foreign transaction fees. If you pay annual fee on your credit card, then there's a high chance they charge 0 foreign transaction fee.
9. Turn off the VPN and enjoy.
PS: Your youtube music front page might have a lot of indian musicians on there, but it should not impact the youtube video site.
PSS: If you are going to add friends/family to your family plan, make sure their accounts are US also. You can do that via the free ebook method in step 1. If their account is from another country, you can't add them.

Anyway, here's how to check which country you are locked to:
1. Go to https://pay.google.com/gp/w/u/0/home/settings and look at the "Payments profile" section, under "Country/Region". It needs to say US for your main account and all the accounts you want to add. If it says India, follow the next steps.
2. Click on the little pen icon next to "Country/Region", it should say "You need to create a new payments profile when you move to a new country or region. "
3. Click on "Create new profile."
4. Choose US as the country you want and click next.
5. Put in your US address and submit.
6. Now you have a US profile, but you are not done. Go to the top of the https://pay.google.com/gp/w/u/0/home/settings page and there's "Payments Profile for Google Pay", click on it, and see if there's a drop down that lets you select which country, if you can, select US: https://i.imgur.com/sXZEyUs.png . If you can select US, then great, your account is now locked to US and you are done. But keep in mind that you can only switch payment profile once a year. If you can't select the US profile, try going to the free ebook store [google.com] and get a free book, and see if your region gets locked.
If it doesn't let you switch, then you can continue with the below steps.
7. You need to delete your Indian profile. Go to https://pay.google.com/gp/w/u/0/home/settings and scroll to the bottom, you will see "Payments profile status" , click "Close payments profile". This will close your Indian payment profile. Pick any reason you want for closing, and continue.
8. Now you need to set your US profile as your primary. Go to https://pay.google.com/gp/w/u/0/home/settings again, at the top there's "Payments Profile for Google Pay", click on the drop down and pick your new shiny US payment profile.
And voila, now you are locked to the US. Now we gotta fix the youtube premium subscription since you deleted the Indian payment profile and your indian premium subscription will end in a month if you don't do something.
9.Fire up your VPN and go to India, then go to youtube's premium account management screen, it should say your indian membership is going to end in a month. Just enter your payment details with an indian address again and submit it, now you should be paying the indian price while your google account is locked to the US.
The credit for the above step to change your Google account region goes to two Chinese bloggers here [ichr.me] and here [willnet.net].
For anyone else wondering WTF this reply is for, I posted steps to sign up for the Indian Youtube Premium which is only $2.6 here. If you don't follow the instructions exactly, you could lock your google account to India. The above method is how you fix that.

I did step 6, and Google lets me select the US profile (the indian profile is not selected but its still there). Then I invite a family member, and the person gets error from google that they arent in the same country so cant join the family.
When I select the US profile I have no subscriptions, but when I select the indian payment profile I see the youtube premium subscription.
Is there a fix? I read elsewhere to first create the family group and then signup for the indian account?

So, you have the toggle option from step 6. You picked US. Then you invite a family member, but they get the error that they are not in the same country as you. My questions are:
1. Did your family members try the ebook method from the guide
2. Did your family members check https://pay.google.com/gp/w/u/0/home/settings and see what is under the "Country/Region" field? Does it say US?
3. What do you see as the "Country/Region" in your https://pay.google.com/gp/w/u/0/home/settings
? Is it US?
Just so you know, you are supposed to have the step 6 toggle set to America, but still have the indian toggle with youtube tied to it as an option, like this: https://i.imgur.com/7bn16lZ.png

edit: I had to revisit Step 1b on my desktop PC after noticing it said Argentina under the Country/Region section and Address. The act of trying to change the Country from Argentina back to U.S. in that menu resulted in Google telling me something along the lines of "you already have a profile that is in the U.S." (a bug) and then it automagically corrected itself back to showing U.S. with the correct address. It's still showing I will be billed 119 Argentine Peso after YouTube Premium trial ends, so I should be all set!
This is so worth it, the new SmartTubeNext UI sucks compared the neglected "Smart YouTube TV" app that used to be awesome, now it's broken in several ways. So this is worth it alone for ad free Youtube on set top boxes (in my case, the Nvidia Shield). Obviously on desktop, I use uBlock Origin.

My Google Pay profile looked exactly like the screenshot— the US profile being my primary and Indian being tied to YouTube.
And when I attempt to invite a family member to the group, they get the email, click on join and then in the web browser it gives the error about being in a different country. I will note that all of this was done on PCs and not through Android.
For the moment, I was able to get the family invite to work by removing the Indian profile. But ultimately I'm going to need to add it back in order for it to process payment. So I was going to get all my family members added and then re-add my CC info in the Indian YouTube Premium are (which will re-create the account). I agree it would be nice to understand why it's
Not working consistent with everyone else.

1. Yes. The family member had an active account in US, plus they also first purchased a free ebook just in case.
2. Yes, it says United States
3. When I select the united states payment profile it says United states, this is the profile which has no subscirption tied to it. When I select the india payment profile it says India and it has the premium subscription tied to it.
4. Yes that is what I see as well.
Thanks so much!
