I have referred plenty of people (AMEX, Chase) and received my bonuses without receiving a 1099. Suppose you could make the argument that it needs to meet a certain amount (ie you need to have $10 or more in savings account interest for it to be reportable to the IRS), but I'm pretty sure if they are that stingy on the savings account interest threshold, then they certainly would go after $50 or $100 referral bonuses. Thus, I call foul.
I'm looking at my options.
1. Sign up for CSP and pay myself back for $3296 ((183,685+80,000)*.0125)
2. Sign up for CSR and pay myself back for $3655 ((183,685+60,000)*.0150)
3. Keep waiting and use them for a big trip later on

Edit: I received the 100k points the last time for the CSR in Jan of 2017, so I think I can get these points again.
How about signing up for CSP for higher bonus and then upgrading to CSR for higher redemption rate? Also, are you sure you qualify for CSR bonus if you got it already?
You can't upgrade a CSP to a CSR within a year so that negates the use of Pay Yourself Back.
