I have referred plenty of people (AMEX, Chase) and received my bonuses without receiving a 1099. Suppose you could make the argument that it needs to meet a certain amount (ie you need to have $10 or more in savings account interest for it to be reportable to the IRS), but I'm pretty sure if they are that stingy on the savings account interest threshold, then they certainly would go after $50 or $100 referral bonuses. Thus, I call foul.

CSR Bonus is 48 months.

You can't upgrade a CSP to a CSR within a year so that negates the use of Pay Yourself Back.​

I currently have a Sapphire Reserve. My annual fee kicked in early Feb. I'm thinking about product changing to a freedom and then applying for the Preferred. Anyone know what the rule is regarding refunds of Annual Fee. Read some where that it's 30 days. Anyone know if it's actually longer than that?

Yes, 80k is definitely worth getting. You can always bank your points for travel redemptions.

It's not longer than that. You can still downgrade and get a pro-rated refund.

You are absolutely right, but positive feedback regarding past bonuses paid is a good sign. I didnt have a way to get paid to apply any other way, so I was willing to take the $0.99 risk.
