The rep said it was not available to me because I had a Reserve card within 48 months. I told him that wasn't my understanding of the terms but I couldn't really argue with him. Any ideas why the Sapphire Preferred didn't come up on his screen as an option to apply for it?
Others who have been in the same boat just applied online (and were approved just fine) but they will have to pay the AF. For me, since I think this offer will last at least a month (no info, just a guess) I decided I will try in branch again in a couple of weeks. Since this appears to be a glitch on Chase's end, maybe they will fix it.

ahhh okay, yeah that wont work for me as i need that reserve benefit of 50% instead of 25%... i have lots of points and planning big trips this year. thanks for the intel... i guess ill have to just do the reserve outright
Everything is a purchase... Even buying store GCs like Costco or Walmart or Amazon is also considered "purchase" !
