I went to the branch to apply today and the rep told me the Chase Sapphire Preferred was not an available card for me to apply for. He showed me the screen and no Sapphire cards were listed. I closed my Reserve card in January/February of this year when no retention offer was offered To me. Received my $100k bonus on that card in February of 2017.

The rep said it was not available to me because I had a Reserve card within 48 months. I told him that wasn't my understanding of the terms but I couldn't really argue with him. Any ideas why the Sapphire Preferred didn't come up on his screen as an option to apply for it?
There are a few of us in the same boat. Not 100% sure but it looks like all of us had a Sapphire Reserve as of early 2017. I received my bonus on that card 3/12/2017 (statement close date) and downgraded it to a Freedom in March of 2018, with no Sapphire cards held since then. I should definitely be eligible for the CSP, but neither it nor the CSR were listed as available options to apply for on the banker's screen.

Others who have been in the same boat just applied online (and were approved just fine) but they will have to pay the AF. For me, since I think this offer will last at least a month (no info, just a guess) I decided I will try in branch again in a couple of weeks. Since this appears to be a glitch on Chase's end, maybe they will fix it.

Any charges are purchases. You may have issues with them with things like cash equivalents and gift cards but even those technically are purchases. If you pay your 4000 dollar electric bill, you would meet the spend minimum.

Sure. You just need to wait at least 1 year after opening this card, then you are able to upgrade to the Reserve.

Everything is a purchase... Even buying store GCs like Costco or Walmart or Amazon is also considered "purchase" !

I just went to the branch today to ask if they can waive the annual fee but they said it would be impossible. Not 100% convinced yet, so gonna try another branch just in case.

Not sure why everyone is asking them like they are doing any favor?. This is how it works at branch. Or this is what i was told yesterday.

Made an appointment online and went to the branch today in Bayarea. Banker called their customer support to confirm that the first year fee can be waived. I could hear the online agent asking the banker if the customer is physically present at the branch and confirmed that first year fee is waived. On the screen was able to see 80K points + first year fee waiver + $50 grocery credit in the first year. Could see the card immediately in my account. Was told that it takes a week for the card to arrive.

There are several people who have not been able to get the annual fee waived while signing up in branch. I almost want to say when my guy flipped the screen there was a place he had to check asking if I was in branch. So I don't think it's automatic. So if he didn't show me the screen, he could have said waiving the fee was not possible. IF it's supposed to be waived in every branch and some employees are not doing so, that's pretty lame. And sadly, not surprising in the least.
