In my case, i chatted with freedompop using their website chat box (not facebook, twitter, nor Instagram) to get the account and pin #. Then when there is a message on the tmobile online account saying to contact tmobile, i chatted with TF through twitter, and TF called me to have a 3 ways party with AT&T to release the port in.

Looks like new promotion only need to open a new line + trade in, and without port in, but the catch is Iphone 8 only worth $600, not $830.

Save up to $830:

Apple: iPhone 11 Pro, iPhone 11 Pro Max, iPhone 11, iPhone XS, iPhone XS Max, iPhone X, iPhone XR

Save up to $600:

Apple: iPhone 8, iPhone 8 Plus

Save up to $450:

Apple: iPhone 7, iPhone 7 Plus, iPhone 6S, iPhone 6S Plus
I'm not sure where your data is from. But the new T538 promo has similar trade-in value as T439.

$830:

Google: Pixel 4 series;
LG: V50 ThinQ, V60 ThinQ 5G;
Asus Rog Phone2,
moto razr,
OnePlus: 7 Pro 5G, 7T, 7T Pro 5G McLaren, 8 5G, 8 Pro.

$530: 7, 7 Plus, SE2.

So I'm wondering.. order the phone via t-mobile and the eip is associated to the line. Then keep the new phone in the box or use it on another line.

Leave the byod phone and sim from Costco in place for at least a month or until rebate is processed.

Thoughts?
Quote from xtrabad :
Nobody really knows what parameters Costco uses to validate their BYOD rebates, so beware of those who comment as if they are experts on the topic.

But yes, one popular approach is to leave the BYOD phone and sim in place until the rebate status changes to "approved." which is usually about 30 days or so.
As xtrabad says, nobody knows 100% and we just relay our experience and observation from other users' reports. It's up to you to make your own decision and take the risk.
That being said,
I believe Costco only ties your phone # to the rebate, so as long as you input the final # after port in then you will be fine. And for EIPs, as soon as the Promo shows in your account, you can pretty much do anything with that phone.

I just checked T-Mobile web site. iPhone 8 still shows as $830 trade-in credit (the post that I quoted said iPhone 8 only gets $600 credit). Attached the screenshot that I see. Are we talking about the same deal?

Whatever line you are going to cancel within next 1 year, they will treat THAT line as the free line cancelation effectively keeping the same bill will 1 less line... yeah they are smart !
Or in other words, if you cancel any line in next 12 months, the credit for this Free line will stop making it a paid line (basically the same thing I explained above).
So you are trying to cancel a paid line but then they will make THIS free line as the paid line instead.
I did not ask about free line promo, I asked about free iPhone 12 promo that also requires do not have any lines canceled in past 90 days. Term does not say anything what will happen if other line will canceled after new line with free iPhone 12 promo added

Whichever promo that shows up on T-Mobile website is always finicky. Basically if you click on iPhone and on top of phone there is $x or $830 offer in the same sentence that will be the offer that has the iPhone 8 at $600

I ported a number I received here with an area code from another state, anyone know how long I should wait, or if I will be able to update my free ported number to a newer number like a GV number with my specific area code without breaking my free line promotion?

Got it, thanks for clarifying it. Looks like T-Mobile has some work to do. On home page, it still shows $830 credit for iPhone 8.

Not sure about others but from personal experience there is no relation between phone number/sim card to IMEI to Costco cash card approval. Done total 7 byod lines at Costco with 5 lines no relation between imei and sim/phone #. every rebate delivered
