The next level down would be the USB dacs from Sound Blaster or ASUS. You can also get the $8 Apple dongle if that works for your use case. It is a very clean one with limitations on output.
This 1mii Optical to RCA converter is used 95% of the time to send sound from a TV to a powered speaker or home audio system. You do not need a $100 Topping or SMSL to do that. These $10-$30 devices do it perfectly and have far lower distortion than the TV source. They work great for the designed purpose.
USB DACs will not play the sound from a TV. Normal TVs do not have USB audio out. The $8 Apple Dongle will not send the sound out from a TV, TVs do not have USB-C or Lightning connections.

The point of using a DAC is to use the digital out from a source. There is NO added distortion in the TV from a digital source since almost all of the content coming into the TV is digital. So, the above quoted material is such an ignorant dumbass comment.
In fact, the digital transceivers in these cheap trash are so bad, they introduce both terrible jitter and power supply related distortion well into audible range. And then there is the crappy analog section of these units that will have a spray of noise and harmonics and crosstalk.
