Seems to be USB PD pass through. It has a USB-C port that you can plug a USB-C charger (not included) into and it will send that power to the laptop so you can both use the USB hub and power your laptop at the same time. Making it more dock like and potentially working for laptops with limited numbers of USB C ports. At this price point I wouldn't want to touch anything that included it's own power adapter. Any decent 60w usb-c adapter usually costs more than this on it's own.

darn...I have such a hard time finding a hub that just has 4 USB C ports! (one for PD, one to the laptop, and two ports for USB C monitors)

No, you plug in your own charger and it can pass through up to 60W. Check your charger to see if it is 60W or less. You can still plug in a charger with higher wattage, but your computer will only see 60W and will complain that it's not getting enough power, and it may not charge at all depending on how much you're using it in the moment.

Been looking for a cheap one that will add a gigabit Ethernet to a new Chromecast.. Seems like the cheapest options that'll actually work start at almost $30.

Sabrent is a more reputed brand than generic Chinesiums, so hopefully with no kinks ?

It has both USB2.0 and 3.0 so might be better than others which have only USB3.0 (quirky problems with Keyboard/Mice ) .

Have a lot of generic Chinese hubs , going to get one of these for the collection..

Look up "USB Power Delivery". These are passthrough hubs. The last pic on each product page is pretty clear how it all goes together:Attachment 9958838

For anyone with a new Chromecast w/ Google TV, these hubs are a great way to add additional USB ports for keyboard/mouse/gaming controller peripherals, a hard drive to playback local media, etc. For the Chromecast, I would have preferred an ethernet port vs HDMI, but for $12-13 vs the ~$30+ that most go for, this is a great solution if you only need USB ports.

I read that even a unit with the same exact model number may not be compatible from one unit to the next due to manufacturers interchanging parts, so you probably won't really know it works for sure until you hook it up yourself.

But notice 4K@30hz . So hope you weren't looking at high-refresh gaming . Otherwise 4K@30hz is plenty fast.
