You're right, it's not an accident many sets have Allen keys. They are a very cheap way to increase the tool count of the set.
How many more times do you need to post that ad link to earn your spiff?
DeWalt who is highly regarded with their tool mechanic set without having excessive fillers gives 28 hex keys. Husky set gives 40 hex keys. Kobalt has like 26. Tool companies are smart and understand the hex keys important use. My old USA Craftsman set gave me 40 hex keys (2 pouches) and only 9 screwdriver bits in the set.
Craftsman hex ket set costs $20... Husky $16... Kobalt $20... DeWalt $18..... Harbor Freight hex keys are cheaper and can get the job done but we are talking about the more popular brand mechanic sets.

I purchased my first tool set from Sears/Craftsman for about $99-$120. It was a big purchase for me and included 189pc and plastic case. It had the basic Allen wrenches (mm and sae) and 6 or 8 screw drivers; the rest of the set was short and deep sockets, wrenches and 1/4 - 3/8 - 1/2 ratchets (32t). I worked on my car, families cars, friends cars, co-workers cars; broke a few tools and had them fix/replaced. I still have the set. All American made true Craftsman. The newer Taiwanese (it's a country China, no matter what you, actors on your payroll and the WHO try to say) tools are pretty well made. I have expanded on the first set with multiple different brands of well made hand and power tools. I'll never buy craftsman power tools again; changed battery designs on me 3 times.
I will however recommend Lowe's brand Craftsman with the lifetime warranty. I've heard these tools are like the old American made Craftsman's. All my craftsman tools have done a wonderful job and taken great care of me through the years. I call my set the poor mechanics Snap-on; lifetime warranty/no questions asked. My original set has cost me $.02 per tool item, per year of service. Nothing can beat that deal.
Definitely buy a non-ratcheting breaker bar in 1/2 and buy 1/2 impact sockets; even if you don't have an impact wrench; use them with the breaker bar. Also buy 6 sided wrenches; multi-sided wrenches can and will strip/round off nuts.
Buy this set and add to it with the best tool you can afford, when you need it. You will not be sorry.
I like Icon, Tekton, certain Pittsburgh tools, Milwaukee, Royobi, Bosch. The tools I have from these companies have been worth every dime.
