I got instant approval once all this was worked out and card is being expedited to me.....
The new account bonus appears when I log in to the Chase app.

I tried this. The card does not show up to add. My others do....but not the new one.
*edit* At my third local branch (hooray density of Chase locations!) and the branch manager confirmed that ALL Chase branches are matching the offer, as per the internal memo.

I'm gonna go on a limb here and say that it shouldn't matter if the banker knows about the ''memo" or not. Apply for the sapphire preferred at a branch and make sure the promo is 80k points, waived first annual fee, and $50 grocery credit. Chase will automatically credit you with 20k along with the 80k after you meet the spending requirement. If they don't, contact chase and show them the screenshot of the memo

I've been told the current fix is to apply online, then go back to the branch and tell them that due to the system glitch, you were unable to apply in branch. They can then call corporate, request the annual fee be removed, and request that the grocery credit be added.
Of course, when I log in to my Chase account and click "Open an account", the Sapphire Preferred is the ONLY card that doesn't allow me to click on it to "Learn more". I'm eligible for the Reserve bonus, but can't click on the Preferred.
