It wouldn't make much sense to convert a slate to a CSP, because the signup bonus is worth using a 5/24 slot.
it MIGHT make sense to convert a slate to a Freedom or Freedom Unlimited if you have better things to do with your 5/24 slots than open a new one of those.
It also used to make sense to convert a slate into a SECOND Freedom card to give you an extra $1500 per quarter 5x cap.... not sure if this is still possible with the changes to the regular Freedom (semi replaced by the freedom flex)
Could I open this up for a year , get the bonus then cancel it ?

If I get the money upfront I'd do it (although any moron willing to send someone money who promises to do something is a sucker).
The sales tax exemption is limited to:
Clothing – any article having a taxable value of $100 or less
School supplies – not to exceed $50 per purchase
Computer software – taxable value of $350 or less
Personal computers – not to exceed $1,500
Computer peripheral devices – not to exceed $1,500
Graphing calculators - not to exceed $150
