Have it as a backup computer. Great processor, poor screen. Larger-style keyboard with numbers may not suit you. Worthwhile for the price.

I want to get a spare PC or laptop. Considering a $450-ish prebuilt with i3-10100 and 512gb.

Will this $450 laptop with Ryzen 5 5500U be faster or slower? I know laptops and desktops are not quite the same... just looking for something in the $450 range.

no gaming... just browsing and streaming videos(YouTube, Netflix and the obligatory P***hub)

This will be faster. Check out passmark to do your own comparison.

That said seems silly to buy a spare pc. Why not just buy a new one as a main computer and keep your old one as a spare?

Honestly, I'm looking at the Walmart ASUS 2-in-1 for $100 more. Much more powerful, better screen, USB-C, and upgradeable RAM.

if you are going to use basic browsing I would choose the laptop, you can take it anywhere

Hi, where are you getting that the Asus is more powerful? Isn't it the same processor? Also, both have an upgradeable RAM slot from what I can tell.
