fuel line is the higher end of m12, probably will replace these. more powerful, more efficient, smaller footprint. same applies to their m18 fuel line.
I would avoid non-fuel line m12, since they are kind of "weak". if there is a budget issue, probably go with m18 non-fuel line, much cheaper then fuel line, but much more powerful than the non-fuel line of m12.

Fuel Line is Brushless and regular is brush motor is the main difference. and Fuel are supposed to have beefier components.
I have both FUEL and regular M12. Think of the FUEL as comparable to Dewalt or Milwaukee M18 regular. And Non FUEL M12 as comparable to Ryobia, craftsman or kobalt 20v but much smaller. The FUEL line is some serious stuff. I've upgraded most of the M12 stuff to FUEL but still will grab the non FUEL tools now and then.
Both are really solid but I'd buy FUEL if I had the money or buy tools later after getting into the eco system.

"FUEL" is Milwaukee's marketing term for a Brushless Motor, which (in most cases) is a superior technology for battery powered tools. Battery lasts longer, more instant torque, finer torque controls/curve, quieter, lighter, etc.
