Seems like a useless card unless you use it for only one of the categories and you don't spend more than $500/month in that category.
EDIT: I can actually see some use for this for someone who doesn't spend too much in those categories but wants to maximize their cash back. Especially if you use mobile payments and don't have to carry the card in your wallet.
How about buying stuff using paypal/ebay/amazon? That kind of sucks, unless you use this on one category, like buying gas on all time...
This isn't a bad single purpose card. When a person already has a few other reward cards, this one can be for anything that isn't on a bonus category.

Chase Freedom/Discover is $1500 per quarter (3 calendar months). It is the same maximum if you do utilize the cap per month. But Citi is more flexible because you can switch category each month.

It is $500 per month so, $1500 per quarter same as Chase/Discover though not same as you can't do a big $1500 purchase.
