Good idea to do a clean install of Windows every now and again. That's why Microsoft has made it so easy (Start > Settings > Update & Security > Recovery > "Reset this PC") and 20 minutes later you are good to go.

That it is still 90w under recommended. There is only a ~60w difference in TDP on an i5 and i7 series. So, you are still more than likely getting throttled.
For the 3060TI, the NVIDIA footnotes states the 600W are based on.....4 - Requirement is made based on PC configured with an Intel Core i9-10900K processor. A lower power rating may work depending on system configuration.

Edit - Also, Dell appears to be only offering the 3060ti option with a minimum 500w PSU config.
Pretty close recompense. It's good for 90 days, and worst case I'll order something small with it.
Final credits: $50 from Dell, $73ish for cashback, $120 from amex. $240+
For THIS price, yeah, I'm willing to tweak.

I was on hold for over 80min getting bounced around from department to department. I was also told that these were just line items and not actually charged items (which did not hold up when I added up the invoice and saw they were included in the subtotal). It makes me think that Dell does this intentionally with poor/confusing UI on the order form and then terrible customer service (enforced by crappy software the customer service is forced to use along with crappy international connection to India) to pocket the fees from people who do not notice or give up in frustration.
In the end, I was promised refunds for both things and it was more frustration than ~$56 is worth for myself. But if I share this with the community and it saves others from being ripped off by Dell, it seems more worth it. Check your Dell invoice and make sure you weren't charged either if you did this deal.
