Maybe you tried to buy it online, instead of in the store?
Deal in the future: Target is offering bag at $.05 with any purchase. In-store only. YMMV. 😄
They assume ten bags at 5 cents each, just say you don't want one when you get there and it won't be charged.
Also, you can order one for in store pickup to make sure there's some there, then just ask them to cancel it when you get there and you can buy it in store.

Then go in and price match it to Target.com
They are just assuming 10 at 10 cents each. Which is really stupid. But as long as you pick up in store you can get out of paying for any.
