Nah, was the same number. The first number I called was the one provided in the letter. The woman's only question was to verify my phone number. She came back confirming my denial.
The 1 (800) 695-5171 reconsideration number confirmed a "cell phone porting criteria" verification problem.
The second time I called 1 (800) 695-5171, the SD woman said the first two (and the initial hand review) people all messed up
In any case, Citi seems to have a few issues

I've had difficulty getting purchase through as well. Calling in to get ahold of someone also sucks.

The card got locked during a large transaction. To get it unlocked CITI had to speak with my bank and verify a ton of information.
The card is working now, but never had to jump through so many hoops.

Conversion rate to cash back or statement credit is 1 TYP to .5 cent, so 8000 points is $400
Also no costco or amazon gift card shown. I see bestbuy as the one i would use most

Depends which Citi card you have. Some at 1:1, some are not.
