It's a good deal to get 10 if you want to donate to a school or for a business but not so much for individual use. It's on clearance in store all over without shipping. Office depot had 10 cents per bottle.

Any idea on Walgreens return policy? Could I just get a pack of razors to get free shipping and then return them in store unopened?

Why not razors? Do they have a different return policy? I just figured that was an easy small item that's expensive and will get me over the $35

This is a good idea. I grabbed 10 bottles plus a pack of toothbrush heads and I did get charged shipping but it was only 31 cents.

Not OP but I can say that I haven't used up the 32oz bottle of Tequilla scented Equate version I bought about a year ago. It's practically a lifetime supply. I'm also not a hand sanitizer obsessed person, though I do use it at work after handling other people's computers and such. Standard hand washing is best and sanitizer doesn't do jack against Corona. It's still great to have while out at the grocery store to fight the much more likely surface contagions like E-Coli and Salmonella.
