If it is a register reward, not a manufacturer coupon/reward. They have slightly different language on the coupon itself. If I recall correctly, it is the small words at the very top that makes a difference.
A true register reward comes off at the end, so your $20 spend is intact. The other comes off before it totals so it counts against your spend.
I think! I don't do very many spend deals for this exact reason, so please correct me if I am wrong.
So long as it's not a Store RR. The wags store RRs have a small barcode, not a regular one like most RRs. If you use a regular manu RR, you'll be ok but the store one will reduce your spend total by whatever the store RR amount is. So if the wags store RR is $5, then your total will be reduced by $5. So never use the store RRs but manu RRs are ok.

Yeah when they started issuing the WSRRs again, it caught me off guard when I did a point deal. I figured it out quick. WSRRs barcodes are small, regular RRs barcodes are larger.
